try to get repo & commit sha from env first.
supports github, gitlab, woodpecker, and
other ci systems that provide these vars:
- CI_COMMIT_SHA / GITHUB_SHA
- CI_REPO_URL / CI_PROJECT_URL / GITHUB_SERVER_URL+GITHUB_REPOSITORY
