[Keyboard] Add Keybage folder for RadPad (#9745)

- Change `LAYOUT_***_Encoders` to `LAYOUT_***_encoders` in <keyboard>.h
- Remove bootloader comments and unnecessary build options from rules.mk

- Remove trailing ` \` from keymap
