Remove CI for python2 tests for MacOS.
...
macos-11 image is deprecated and will be removed next month,
macos-12 image doesn't have python2,
and actions/setup-python has removed python2 as well.
No longer running tests on MacOS on Python2.

Temporarily switch to oscrypto fork for OpenSSL 3 support.
...
The latest version of oscrypto does not yet support
OpenSSL 3, which is used in Ubuntu 22.04, Fedora 36
and a bunch of other newer Linux distributions.
When https://github.com/wbond/oscrypto/pull/61 is
merged and included in a new release, this change
will be reverted.

Update CI for new oscrypto version
...
This forces the CI on Ubuntu 22.04 to use oscrypto newer than 1.3.0.
Such a version does not yet exist so the CI will still fail, but once
that update is released, the CI will immediately start working again
without manual intervention.

Tests currently fail on Ubuntu 22.04 because oscrypto doesn't properly
support OpenSSL 3. Will hopefully be fixed soon.
